Ex-Teacher Accused of Performing Oral Sex On a 9-Year-Old in Singapore

A former school teacher has been charged with performing oral sex on a nine-year-old male pupil.

The 37-year-old is also alleged to have molested two other boys in the same primary school in 2009. This is the first time a teacher has been accused of sexual penetration involving a minor under 14 years old since the amended Penal Code came into force in February 2008.

He was taken to court last month to face 11 charges, including seven of molesting a nine- year-old boy and an 11-year-old boy. He cannot be named to protect the identity of the boys, two of whom are now 11 and the other, 13.

The man, who did not have a lawyer, told the court yesterday that he was claiming trial.

The bachelor is accused of abusing one nine-year-old by performing oral sex on him on four occasions. The incidents allegedly took place in the male staff toilet and in a computer laboratory at the school, which is in the east of Singapore, between July 10 and 17, 2009.

He is also accused of putting his hand down the 11-year-old’s shorts to tickle him four times between March and July that year. And on three occasions in May that year, he allegedly rubbed a nine-year-old’s thigh and touched him inappropriately, twice in the lab and once in a classroom.

He is out on police bail. If convicted of molesting a child under 14 years old, he can be jailed for up to five years, fined, caned, or receive any combination of these punishments for each charge.

The maximum penalty for sexual penetration involving a minor below 14 is 20 years’ jail and caning of no less than 12 strokes on each charge.

The case has been adjourned to Jan 9.

Last July, the High Court sentenced a 37-year-old tutor to six years and six strokes for allowing a nine-year-old to perform oral sex on him five times in 2008. In sentencing him, Justice Kan Ting Chiu said the case was different from typical sex abuse cases, as it was the boy who initiated the acts.

In August, a 50-year-old tutor admitted to five counts of sexual penetration of a minor. Between 2007 and 2009, he subjected eight boys, aged eight to 15, to sexual abuse. He has yet to be sentenced.
