Pekanbaru, Riau. The Indonesian Football Association (PSSI) general assembly has not yet formally opened but heated arguments have already broken out at the Premier Hotel here.

Five club representatives who all believe they have voting rights were rejected entry by PSSI officials as their names were not on the list for different reasons.

Division 2 club Perseba Bangkalan chairman Imron Abdul Fatah was stunned when he found out his name was replaced with manager Fuad Amin on the list.

"PSSI said the club representative has to be the top official of that club. I'm still Perseba chairman and owner, so why is my name not on the list?" Imron said.

"I represented the club in the Bali annual congress last January. So, I'm sure that I deserve to be here. Even Fuad told me that I'm the one who should go to this general assembly."

Premier division club Persikab Bandung and two division III clubs - Gresik Putra and Persipuja Puncak Jaya - experienced the same problem. PSSI had apparently invited other representatives from those clubs, instead of the current chairman.

Meanwhile, Premier division club Persigo Gorontalo, which is not on the voters' list, insisted that the club should have invited them to the general assembly.

PSSI had announced that only the top five Premier Division clubs from three competition areas as of March 18 standings have voting rights in the general assembly.

Persigo currently sits at 6th in Premier Division Area III.

For the Bali congress, PSSI used standings as of the first week of January to determine clubs that deserved voting rights.

"We were invited to Bali for the annual congress but we're not on the list for this assembly. That's strange," said manager Aven Hinelo, who came to Pekanbaru even though he didn't receive an invite from PSSI. "PSSI also has never explained to us why they changed the criteria for voters from the Premier Division club."

Those clubs are still waiting for secretary general Nugraha Besoes to explain what's behind PSSI decisions.

The general assembly, which is being held to elect the electoral and appeals committee members, is scheduled to open at 7 p.m.

Outside the Premiere Hotel, around 50 football fans demanded PSSI vote holders not to re-elect Nurdin Halid as the association's president for another term.
