Anyone surprised? I was! It should be more than the 1 in 4 ratio. To be honest, the whole flippin cabinet should be chided and some removed. Mr. President, sir, throw away your SOP manual and forget your military style programmes. You are dealing with a Civil Society who acknowledge you as the head of a nation and NOT a mere military officer taking salutes from your subordinates. So, take off that uniform of yours and behave like a civilian authority.....and by the way, sir, could you please try to manage this nation and errrrr..... stop writing songs? I hope you're not becoming another...... Nero?

What do you expect from a man who quotes Hitler, correlates natural disasters with immorality of society, and use the crucifixion of Jesus as analogy in a debate whether or not the actors in a home made porn video are Indonesian celebrities?
I am wondering how he spend his time, reading religious texts or the Donald Duck? It seems if it was up to him we wouldn't use logic and science, rather sacrifice animals and pray all day for prosperity for the Indonesian people.

A quarter of the cabinet has received an “F” for their shoddy performance over the past nine months.
However, there appear to be no plans for a cabinet reshuffle despite one in four cabinet ministers being awarded “red marks” against their names.
The chief of the Presidential Working Unit for Development Supervision and Control, Kuntoro Mangkusubroto, said at a cabinet meeting that those evaluated were ministers and heads of state institutions.
The evaluation was based on a presidential decree for a review issued in February.
It focused on 14 areas, including bureaucracy reform and good governance, poverty, food security, infrastructure, investment and business climate, energy and the environment.
Kuntoro declined to go into detail about the performance of all ministers.
But he said those with a significant number of failed programs included Communications and Information Technology Minister Tifatul Sembiring, Justice and Human Rights Minister Patrialis Akbar and Public Works Minister Djoko Kirmanto.
Kuntoro played down suggestions that the results of the evaluation would be used to order a cabinet reshuffle, saying that they would only be used for review purposes.
“The president has asked the ministers with red marks to improve their performance, amend their programs and get back on track,” he said.
Projects and plans that received a failing grade were either stalled for operational or bureaucratic reasons, or were running over budget.
They include the Trans-Java toll road, which is being held up in the construction phase by land appropriation snags. The project contractors previously said they expected to iron out the issue this month.
“Other targets that weren’t met were the establishment of a national agency to monitor border areas, as well as a plan to legislate a new law on the procurement of goods and services for the government,” Kuntoro said.
“On the other hand, some projects have been completed ahead of schedule, such as the implementation of a domestic market obligation for coal.”
Another program given a passing grade was the school operational aid (BOS) scheme. However, 47 percent of schools have reported delays in receiving money from the project.
President Susilo Bambang Yudhoyono said he had ordered the evaluation in part to gauge the effectiveness of the integrity and performance pacts signed by the ministers before they were appointed.
“This isn’t a subjective evaluation; it’s based on the real performance of the cabinet,” he said.
“I advise all officials to get used to being placed under such scrutiny. We should make it part of the culture of our government that if we plan for something, we actually do it.
“If through such evaluations we find room for improvement, then we should make use of it to tailor the outcome to our expectations,” the president said.
Yudhoyono said that it was fine to come up short on a commitment, as long as there was real follow-up action taken to make amends.
Under evaluation were 70 action programs, 155 action plans and 369 sub-action plans, 77 physical projects and 182 non-physical projects.
