The head of the National Anti-Terrorism Agency (BNPT) Ansyad Mba'i on Thursday called upon the government to regulate hate speech and paramilitary training.
"Promoting anarchy by encouraging people to burn, destroy and expel [certain groups] are initial actions that can trigger terrorism," he said, opening the Terrorism Eradication National Seminar in Jakarta.
"This includes paramilitary training and sermons that spread hatred, which have not been regulated yet."
Ansyad said that the government needed to revise the Anti-Terrorism Law to include such preventive measures.
"We have realized for some time now that terrorism is not something that cannot be fought by law enforcement alone," he said, referring to the repeated acts of terrorism that have occurred in the country since 2002, the year where the Law was issued, and the rise of radicalism.
"When the police arrested the terrorist network who were training in Aceh, it was then revealed that the link spread on to Medan, Aceh, Pamulang and Greater Jakarta."
"The Police also uncovered similar networks in Solo, Palu and Poso," Ansyad said.
