Ibrahim, a florist at the Ritz-Carlton who was killed in a weekend raid in Central Java, was believed to have surveyed both the Ritz and the JW Marriott hotels in the lead up to the July 17 bombings, even bringing explosives into the hotels disguised in flower packaging, National Police spokesman Nanan Soekarna said on Wednesday.
Police reported that Ibrahim used staff entrances and hotel loading docks to deliver the deadly explosives to the suicide bombers responsible for the hotel attacks, which killed seven bystanders.
“He was the planner, organizer, controller, operator of JW Marriott and Ritz-Carlton bombings,” Soekarna said.
Police released new security camera footage showing Ibrahim escorting the alleged Marriott bomber around the hotel on July 8, and later bringing bomb-making material into the hotel’s staff-only loading bay.

According to police sources, Ibrahim worked at the gardening section of the Jakarta Hilton Convention Center (JHCC) between 1994 and 1997. He joined Jemaah Islamiyah (JI) in 2000 after being persuaded by Saifuddin Zuhri, also known as Sabit, who is Ibrahim’s brother in law. Zuhri has since been arrested in Cilacap, Central Java.
Ibrahim left JHCC and worked as a florist at the Hotel Mulia in Jakarta from 1997 to 2005. In 2005, he moved up the JI ladder by becoming a member of its “Khost” team, or special team, which was led by Saifuddin Zuhri, police said.
In the same year he moved up the JI ranks, he commenced work as a staff member at Cynthia Florist at the JW Marriott Hotel in April. In June 2005, he was rotated to the florist’s branch at the Ritz-Carlton Hotel.
Nanan said that Ibrahim played a key role in the July 17 bombings. He surveyed both hotels before suggesting to Zuhri to make the hotels bombing targets, also reporting that there was a foreign business chamber meeting to be held on the day of the attacks. He had also researched the security procedures at both hotels.
The July 17 operation was planned at a house in Pondok Jaya in Mampang, South Jakarta, Nanan said. Ibrahim rented the house and gave a copy of his identification to the house owner. Police believe the bombs were made in this house.
On July 16, Ibrahim brought a bomb inside flower packaging and smuggled it through the Marriott’s loading dock, police said. The bomb was taken straight to Room 1808 where Dani Dwi Permana, the suicide bomber at the JW Marriott, was waiting. The next day, he delivered the bomb to the Ritz-Carlton suicide bomber Nana Maulana through the employee’s entrance at 6:15 a.m.. Police said that this discovery answered the question as to why Nana never stayed at the Ritz-Carlton.
Ibrahim also visited a safe house in Jatiasih, Bekasi, after the bombings, and police believe he was also involved in a plot to launch an attack on President Susilo Bambang Yudhoyono’s convoy. The house was raided by police on Saturday morning, and they discovered 500 kilograms of explosives and a car bomb. Two suspected militants were shot during the Bekasi raid: Air Setiawan, who had been detained for involvement in the Australian Embassy bombing in Jakarta in 2004; and explosives expert Eko Jono Sarjono.
Ibrahim escaped to Temanggung, Central Java, where he was shot dead during an 18-hour police raid on the farmhouse where he was hiding on August 8.
