I completely agree with the absolute lack of law enforcement in this country. That is one issue but another is the complete lack of respect for the law on a personal level by almost every Indonesian. In the UK I respect the law not just for fear of punishment but because that it was people do in a civilised society. A society where most people have some moral fibre and understand the concept of taking responsibility for ones own actions. Of the many people I have dealth with in Indonesia, very few have demonstrated those qualities.

@pagun. Spot on. Lots of law but nothing enforcing them. Until people start getting hit with proper court applied fines for violations and the police do their job properly, this place is going nowhere with regards to law enforcement.

I see lots of no smoking signs all around and yet people still ignore them because they know nothing will happen to them. The food outlets at my location have people smoking inside and force non-smokers to sit in the outside section which is in the mall. The rule is no smoking in the malls and public places. I consider a food outlet to be a public place but the owners are too afraid to say NO to their customers.

I have now refused to eat in those places and told them that until they have all non-smoking I won't return as have a few others I have spoken with.

There are many things that annoy me in Jakarta and cause risk to my health and life.

poluting public transport.

Insane bus drivers.

ignorant motorists.

Dangerous sidewalks and roads full of holes.

polution.

rubbish everywhere.

Smoking however is not one of them. I am not a smoker but I don't see that this is a big problem in a city with so many real problems to be solved.

Maybe Foke could start by implementing it in DPR's building. You know how old proverb says, "the leaders' action will encourage the subordinate's action".

I'm still wondering how pregnant women is able to works in a building full of smokes.


Two years after he first began to restrict smoking in public places, Jakarta Governor Fauzi Bowo is set to come out with stricter regulations in his fight against smoking in the capital.

In 2010, Fauzi issued a gubernatorial decree that prohibited smoking inside all public buildings. But even though sanctions for smokers could reach Rp 50 million ($5,400) or jail time of six months and business owners could lose their operating permits, enforcement has been virtually nonexistent.

“We realized that it was impossible for BPLHD [the Jakarta Environmental Management Agency] to monitor compliance in all buildings in Jakarta, so the new decree will have the responsibilities distributed between other agencies under the supervision of BPLHD,” Dollaris Riauaty Suhadi, an adviser to the city, said on Thursday.
