It was not a freak accident if the tyres were badly worn, as is often the case, and the driver was incompetent, also very often the case. It could be criminal neglect of duty on the part of the police for failing to enforce laws on vehicles road worthiness, which is always the case.

Semarang. Seven people were killed and nine others injured on Sunday after a truck plowed into eight vehicles, splitting one in half, on a stretch of road here known for traffic accidents.
The chief of the South Semarang Police, Snr. Adjutant Comr. Nurkholish, said the accident occurred at 8:15 a.m. when of the truck’s tire blew out, causing its brakes to lock in front of the Banyumanik bus terminal.
He said six of the seven people killed in the accident were members of two families, while the seventh fatality was the driver of the truck.
“After crashing into a minibus, the truck veered and hit a Honda Genio passenger car, splitting it in half,” Nurkholish told the Jakarta Globe.
“The four people in the car, all members of the same family, died instantly.”
He identified the four as Khaerul Saleh, 48, his wife, Istiqomah, 46, and their children, Icha, 18, and Salman Hasbi, 13.
Nurkholish said the family had been returning home after dropping off one of their children at school.
“They were almost home, but then they were killed in this freak accident,” he said.
The two other people killed in the accident were identified as Djoko Wasit, 52, and his wife, Endang Sri Sulistyowati, 49, whose Suzuki Carry minivan was crushed by the truck.
Their daughters, Swastika Satiani Dewi, 22, and Swastika Aulia Rahma, 8, were injured in the accident.
The family had been on its way to Yogyakarta.
Nurkholish said the victims were taken to Banyumanik General Hospital, William Booth Hospital, Elizabeth Hospital and Karyadi Hospital.
“The most severely injured were the two sisters, Swastika Satiani Dewi and Swastika Aulia Rahma, as well as a motorcyclist, Sujono,” Nurkholish said. “The truck driver, Jumadi, died on the way to the hospital.”
Adj. Comr. Retno Yuli, head of the South Semarang Police traffic unit, said the truck went out of control after one of its tires burst.
“Eyewitnesses say one of the truck’s front tires burst, causing the driver to swerve hard and hit the brakes,” Retno told the Globe. “At this point, the truck’s wheels locked up and it skidded at high speed down the road, crashing into the other vehicles.”
Police say the truck initially hit a minibus before veering and hitting the Honda Genio, then crashing into a pickup truck, a sedan, a minivan, another truck, a motorcycle and finally the Suzuki Carry minivan.
The truck came to a halt after crashing into a police post in front of the bus terminal.
Residents say the area has long been prone to traffic accidents.
