Pak Riza is convinced that they are in Indonesia's water.. err based on what? GPS? The moon and stars positions? Or Just because those fishermen said so?
If maritime officials go patrolling without navigation tools I doubt traditional fishermen have them....

Jakarta. Malaysian police have arrested another five Indonesian fishermen in Indonesian waters, a fishermen’s organization said on Monday.
Riza Damanik, secretary general of the People’s Coalition for Fishery Justice (Kiara), told Indonesian state-owned news agency Antara that the fishermen, from Langket district in North Sumatra, were arrested on Friday and were being held at a police post in Kampung Jawi, Malaysia.
Riza said accounts from other fishermen who managed to avoid being detained by Malaysian authorities showed the five fishermen were within Indonesia’s territorial waters.
The Indonesian Embassy in Malaysia has not notified the fishermen’s families about the arrests.
“I hope the embassy would soon take action to provide legal assistance for the Indonesian fishermen. I don’t know why the Indonesian embassy is always late. After all, Malaysia should have as soon as possible notified the embassy each time it had arrested Indonesians,” Damanik said.
Another six traditional fishermen, also from Langket district, arrested in Indonesian waters on July 9 have been moved to Malaysia’s Sena Prison. Five of the six are expected to be released on Oct. 29, and the sixth on Dec. 9, he said.
Damanik said that they were jailed because they lacked legal assistance, even though they were convinced they were fishing in Indonesia’s territorial waters.
