It has been reported elsewhere that this kind of bullying is a tradition with this association.

The rationale for this kind of bullying is usually - it was done to use when we were in their position, so now we want to get even and do it too.

The trouble with this infantile reasoning is that the people being bullied are not responsible for the bullying meted out to the people currently doing the bullying. If they want to get even, they should go and find those who did it to them - not these boys and girls - and sue them.

Of course, the simple fact is that bullying is unacceptable in every circumstance and must be stopped. Institutionalized and traditional bullying - whether it is in the armed services, universities and schools can never be legitimized. It is an abuse of power, position and responsibility.

In the present case - the added dimension of sexual voyeurism in both the boys' and the girls' cases makes it even more distasteful.

Jakarta. The parents of members of Jakarta's flag raising team who were allegedly sexually harassed said on Monday they would report the case to police.

The case came into the spotlight last week when it was alleged that three teenage girls, members of the flag-raising team known as Paskibra, were abused by their instructors at an orientation camp in Cibubur from July 2 to 6.

The training camp consisted of 14 girls and one female instructor, herself a former flag-raiser and a member of the Association of Alumni of the Flag-Raising Teams (PPI).

The girls were allegedly ordered by the instructor to run naked from the bathroom to the dormitory on several occasions.

Lauren Nouville, a parent of one of the victims, said legal steps would be taken because the instructors had disgraced the dignity of the victims.

“I will not stop until the guilty people are kicked out of the Association of Alumni of the Flag-Raising Teams,” he told news portal Okezone.com.

He expressed his disappointment with the results of a PPI investigation into the case which contradicted the testimony of the victims.

“A lot of PPI's statements (about the investigation results) are not in accordance with the facts,” he said.

“Case in point, PPI said the girls took off their clothes without being instructed, but in their confession, the girls said they were ordered to strip naked and walk to the bathroom.”

Meanwhile, Jakarta Deputy Governor Prijanto said the perpetrators suffered from a deviation.

“I have received the chronological reports about the alleged harassment. What the parents of the Jakarta flag-raising team reported is true. I think the perpetrators suffer from a disorder,” he said.

On Sunday, Amirudin, the deputy coach of the national team or Paskibraka, told the Jakarta Globe the allegations were true.

“It really happened,” he said. “They were told to go to and from the bathroom naked. My daughter was one of them.”

Media reports on Saturday said the investigation had also uncovered an incident in the boys' team where participants were forced to do push-ups while naked and piled on top of one another.
