Jakarta. State Enterprises Minister Mustafa Abubakar has confirmed allegations that he and his wife flew to China on an official visit aboard an Indonesian tycoon’s private plane — an alleged indiscretion that the Corruption Eradication Commission says could amount to an illegal gratuity.

Mustafa told tempointeraktif.com that he had accepted an offer from Ibrahim Risjad, one of Indonesia’s richest men, to fly to China on Saturday for a three-day visit.

“Yes, I went to Shanghai and Xian. Actually, I had planned to fly with Garuda at 11:45 a.m. but Pak Ibrahim Risjad offered [to fly aboard his private jet] so I went with him,” Mustafa told the news portal.

He said, however, that President Susilo Bambang Yudhoyono had given him permission to do so.

“My wife came with me because Pak Ibrahim asked her to,” he said. “He was my senior while I was in Aceh. We have cultural relationship. I couldn’t say no,” Mustafa said.

He said the arrangement had saved the state money.

Mustafa said he would provide details of the trip to the Corruption Eradication Commission (KPK).

“I have requested a report form from the KPK and I will report according to the mechanisms,” he said.

KPK deputy chairman Haryono Umar confirmed the minister had informed them of the flight.

“That can be considered as an illegal gratuity and we have told him that,” Haryono told the Jakarta Globe on Friday. Mustafa “had informed the KPK verbally [on Thursday], namely the directorate of gratuities. We are waiting for him to formally report the facility in writing.”

Haryono added that the KPK had given Mustafa forms to fill in. Mustafa “has to inform us what the giver’s exact intentions were. Is the facility connected to his tasks as a minister? If we see that there is a conflict of interest, the gratuity must be returned one way or the other.”

Ibrahim Risjad, 76, is the owner of agribusiness company Risjadson Group.

According to the Globe Asia magazine’s 2010 rich list, the tycoon, worth $326 million, is Indonesia’s 48th richest person. He controls 48,000 hectares of palm oil plantations in North Sumatra and Aceh.

Mustafa, an Acehnese, is the former directors of the State Logistics Agency (Bulog) and a former interim governor of Aceh province. He is a former agricultural consultant.
