If the 35% increase would be spent on "social welfare" then the bullets and new machinery would not be needed. At least that is my guess...

Not "negotiable" , what a meaningless talk...

As if the threat for unity would be from outside.

Bandung. President Susilo Bambang Yudhoyono said on Wednesday that although Indonesia’s weaponry system has become outdated, the nation’s sovereignty would be upheld.

“We love peace, but Indonesian unity is not negotiable,” he said in a speech at the launch of cooperation between Dirgantara Indonesia and Airbus Military.

Yudhoyono admitted that in the last 20 years the government has not modernized the Indonesian military. This has left Indonesia behind other countries in terms of modern weapon systems.

“Firstly because we experienced a big crisis, secondly because the state budget is limited and thirdly because we have to prioritize other needs for the people,” Yudhoyono said.

Yudhoyono did not state whether or not there are threats that might challenge Indonesian unity. However, the issues of Malaysia claiming Indonesian land and separatist groups in Papua have made media headlines recently.

He said the plan to increase the defense and weaponry budget, starting with a raise of some 35 percent for the 2012 budget, does not mean that Indonesia wants weapon competition in the region.
