Indonesian Army currently is in the transition from omnirole ( dwifungsi or dual functions of defense and governmental )to a professional service as laid out by Habibie administration back in 1998 that ruffled many feathers of hard line and dictatorial generals to prevent Indonesia becoming like Burma or Pakistan where there is no oversight by civilian administration that was reduced to being puppet by the military. The people of Indonesia no longer tolerate the military running their own businesses without paying taxes ( racketeering )or meddling in the political process and running government affairs and hindering democracy and rule of law as it was in the past under Soeharto dictatorial rule and used the Army as his own personal guards to preserve his rule and grip on power, no more!. Today TNI is better but not perfect yet and the current leadership is better educated than the old guards and embraced better visions. God bless Indonesia.

...A state within a state. It's generally considered essential to have civilian control of the military if you want a stable democracy. That usually involves the appointment of the military head by the civil government. Indonesia has a serious problem with too much military independence. Perhaps someone knowledgeable about the issue could clarify?

The Indonesian military is still undecided over who will replace General George Toisutta as the Army Chief of Staff.

Rear Admiral Iskandar Sitompul, a military spokesman, said on Thursday that a selection process is ongoing.

“There are three candidates and they are still under selection process,” Iskandar said.

The three candidates are Lieutenant General Pramono Edhie Wibowo, who currently serves as commander of the Army’s Strategic Reserve Command (Kostrad).

Another candidate is Lieutenant General Budiman, currently the Army Deputy Chief of Staff.

The last candidate is Lieutenant General. Marciano Norman, currently the commander of the Army Education and Training Center (Kodiklat) in Bandung, West Java.

Pramono Edhie, the brother of First Lady Ani Yudhoyono, is considered to be the strongest candidate.

However, Iskandar Sitompul said all three candidates have equal opportunities to be the top person in the military.

“All of them are three-star generals and seniors, so they have equal chance to become the next Army Chief of Staff,” Iskandar Sitompul said.
