Yudhoyono to Evaluate Coalition’s ‘Togetherness’ as He Considers Cabinet Reshuffle, Democratic Official Says

President Susilo Bambang Yudhoyono may decide to reshuffle his cabinet if he finds the work of the ruling coalition ineffective, a top official from the president’s party said on Monday.

“A cabinet reshuffle may happen again. It’s a possibility,” said Ahmad Mubarok, deputy chairman of the Democratic Party. “There were cabinet reshuffles during his first term in 2004 to 2009.”

Ahmad added that he had not been informed as to when any reshuffle might take place.

“I don’t know whether or not the reshuffle will take place during the president’s first 100 days in office or not,” he said, adding that it was the president’s prerogative to reshuffle his cabinet and the party would not try to intervene.

Ahmad’s statement comes as a House of Representatives special committee continues to rivet the nation’s attention with its interrogations of the country’s top financial and political figures, including Vice President Boediono, over the controversial Rp 6.7 trillion ($710 million) bailout of Bank Century.

The committee is scheduled to question Finance Minister Sri Mulyani Indrawati on Wednesday. Sri Mulyani began preparing by discussing the bailout with a number of prominent figures at a South Jakarta hotel on Sunday night.

Among those she spoke to were Kuntoro Mangkusubroto, chief of the president’s task force on eradicating the judicial mafia, and Erry Riyana Hardjapamekas, a former deputy chairman of the Corruption Eradication Commission (KPK).

The Constitutional Court has even signed a regulation detailing the technical specifics of impeachment procedures in anticipation of “rapid changes” as a result of the House investigation.

Constitutional Court Chief Mahfud MD said the regulation was needed.

“We are required to prepare ourselves should the situation lead us down that road [of impeachment],” Mahfud had earlier told the Jakarta Globe, referring to the House’s questioning of Boediono.

Ahmad stressed that Yudhoyono would be careful to maintain the “principle of togetherness” should he decide to reshuffle the cabinet.

Evaluation of the cabinet’s performance will be based on the contracts signed by each member of the ruling coalition and whether or not their respective political maneuvering had “deviated from the political direction that had been agreed by all.”

“Take the Century case. It can be seen whether [members of] the coalition are veering off direction or not. If [the answer is yes], they are acting outside the objective of the coalition,” Ahmad explained.

The ruling coalition also includes the National Mandate Party (PAN), the Golkar Party, the National Awakening Party (PKB), the Prosperous Justice Party (PKS) and the United Development Party (PPP).

Yudhoyono had said he would evaluate his cabinet and the coalition during the first 100 days of his second term in office, which began on Oct. 20.

The first 100 days ends this month.

Anas Urbaningrum, who chairs the Democratic Party’s faction in the House, rejected accusations that the president’s plan to evaluate the coalition would be interpreted as a warning to the House special committee regarding its aggressiveness in probing the Bank Century scandal.

Hatta Rajasa, a close aide of Yudhoyono who chairs the National Mandate Party, also rejected the possibility.

“It’s no such thing,” he was quoted by detik.com as saying.

The Indonesian Democratic Party for Struggle (PDI-P) stated on Monday that Yudhoyono had every right to reshuffle his cabinet as leader of the government and chairman of the Democratic Party’s advisory council.

“I think it is legitimate for President Yudhoyono to reshuffle his cabinet for better governance,” Tjahjo Kumolo, who chairs the PDI-P faction in the House, was quoted as saying by Antara.
