Jakarta Debt Collectors Arrested for Abduction, Theft

Jakarta Police on Thursday announced the arrest of two men believed to be debt collectors for the alleged abduction of a student and the theft of his car, and said a police ID found in a perpetrator’s vehicle raised the possibility that an officer may have aided in the crime.

“If any of our officers are involved with debt collection, police will act firmly,” Jakarta Police spokesman Sr. Comr. Baharuddin Djafar said. “They could end up being fired.”

Jakarta Police identified the suspects as Arnold Tumansery and Viktor Risakota, both of Ambonese origin. Investigators said the suspects told them they had been hired by leasing firm SMS Finance to seize the car for non-payment. They face nine years each in prison for the abduction and vehicle theft.

Satrio, a 20-year-old college student at Trisakti University, told police he was driving on Jalan Casablanca in South Jakarta with friends on Wednesday when he was stopped by Arnold, who nearly slammed his Honda Odyssey into the back of Satrio’s Toyota Rush van.

“I stopped and opened my window and suddenly the driver from the Odyssey just snatched the car keys,” Satrio said. “[Arnold] said my van had to be towed away because we had outstanding debts.”

Police said three accomplices who had been riding with Arnold then got in the van with Satrio and his friends and forced him to follow Arnold toward the SMS Finance office, located in Depok.

But on the way there, Arnold’s car broke down in Cawang, at which point he called Viktor for help pushing his van the rest of the way to the office, Jakarta Mobile Detectives Division chief Comr. Herry Heryawan said .

Victor and the police arrived at the same time, at which point the perpetrators fled the scene on foot.

Victor and Arnold managed to escape but were arrested on Thursday in Depok, while their friends remain at large. Police did not say exactly what prompted their arrival at the scene or why the so-called debt collectors were so quick to flee.

Police said investigators found the ID of a police officer, whom they identified only by his initials and rank, inside Victor’s abandoned Honda Freed.

“[First Insp.] Y.S. is a Bekasi police officer who is currently on leave,” Baharuddin said.

Police are now investigating whether Y.S. had provided any support to the suspects.

“The allegations must be proven first to find out how the officer’s identity card ended up in the car of the suspect,” Baharuddin said.

The Jakarta Police’s Bureau of Professionalism and Security Affairs (Propam) said it would seek clarification from Y.S.
