National Police chief Gen. Timur Pradopo has promoted two police generals linked to a tax mafia case and another accused of having Rp 400 billion ($44 million) in his bank account.
Brig. Gen. Edmond Ilyas and Brig. Gen. Raja Erizman, two one-star generals implicated in low-ranking tax official Gayus Tambunan’s graft case, were promoted to two-star general positions, according to a release from the police chief on Friday.
Gayus has been convicted of bribing state officials. He received a seven-year prison sentence last year.
Edmond will become the National Police chief’s senior advisor on social and economic affairs, while Raja is now the National Police chief’s senior advisor on social and cultural affairs.
Both Edmond, the former chief for economic crimes, and his successor Raja were questioned by a police ethics tribunal last year after then-National Police chief of detectives Comr. Gen. Susno Duadji, their former superior, accused them of receiving bribes from Gayus.
The tribunal decided that both generals were clean despite several testimonies in Gayus’s trial accusing the two of receiving bribes from him in exchange for preparing a weak dossier.
During the initial trial at the Tangerang District Court, Gayus was acquitted despite having suspect funds totaling Rp 28 billion in his bank accounts. After the case became a major scandal, Gayus was tried in the South Jakarta District Court and convicted on charges of bribery.
Along with the promotion of Edmond and Raja, Timur also appointed Insp. Gen. Budi Gunawan as Bali Police chief to replace Insp. Gen. Totoy Herawan Indra, following the Kerobokan prison riots of the past week.
Budi, currently the National Police’s internal affairs chief, has been mentioned by graft activists as having Rp 400 billion in his bank account, a sum they say does not fit his financial profile.
Some have also reported that Budi’s name was on a list from the Financial Transactions Report and Analysis Center (PPATK) comprising generals with bank accounts in the billions of rupiah.
In an interview with Tempo last year, Budi said he held an account with Citibank and was victimized by former bank employee Malinda Dee, who is now on trial for taking funds from customer accounts. Budi subsequently refuted the Tempo article.
Neta S. Pane of Indonesia Police Watch said the promotions of the three “troubled” generals have hurt people’s sense of justice.
“It’s very unethical. The Gayus case has not even finished yet,” the chairman said.
Neta said although police cleared them of all accusations, they had yet to be investigated by independent bodies such as the Corruption Eradication Commission (KPK). He urged Timur to delay the promotions.
