dude05, I totally agree with getting rid of the busways as the people per hour that they convey is pitifully low if they were converted to motorcycle lanes they would increase 10 fold or more the people per hour and that is the only measure of efficiency that means anything in my opinion.

The busways are currently a joke and only serve the purpose of increasing the delays in the adjacent lanes.

Car users may complain but as most cars only carry one person or a paid driver plus passenger they have less right to the roads than the motorcyclist who are useing less road space and less fuel perperson therefore are more environmentally friendly.

Motorcycles are currently the only efficient form of transport in Jakarta.

Jakarta is the 6th capital city I am living in SE Asia and has the worst traffic jam. The major trouble - uneducated drivers. Second in the list would be bad infrastructure and corrupted govt. I stopped taking taxi and got a moto to tackle the traffic Jam. Enforcing few laws can give a very quick solution imho:

1. ERP - Tax the private vehicles for using every major road. That gives tax money for the govt to build and maintain roads.

2. Enforce lane Traffic and keep the buses in the left most lane. Busway is the dumbest idea i have ever encountered. Precious space gone underutilized. They have to push all the buses towards the left hand side. In that way buses only block other buses and vehicles which need to turn.

3. Keep a lane exclusive for motorcycles so cars don't get disturbed by the annoying motos. (I spend time in HCMC. They have no traffic jam even with 2.5 millions of motos and smaller roads)

4. No buying cigarettes, No making phone calls, no blackberry messaging while on the drivers seat. They drive slow on one lane and initiate the traffic jams from what i can observe while on moto. (You gotta ride one to get the bigger picture and the origins and complexities of bottlenecks in this city)

5. Motos can use tollway(strictly on one small lane) by paying the toll amount. That clears up quite a lot of traffic on other roads.(I know people who buy a car only to use the tollway)

7. Take away all the circles and replace them with junctions and traffic lights. They are old school and exponentially increases the traffic jam.

Alternatively, the city can hire some specialists from Singapore and take suggestions and implement it.

There are a lot of good ideas in the list. I would suggest to include education of the public via targeted TV campaigns to combat driver and passenger indiscipline. Bus drivers stop anywhere because passengers want out anywhere.

Traffic Police needs training also and professionalization; better pay so that bribing is not tempting to them.

One more thing: build tollways that bypass the city and take heavy vehicle traffic out of town, relocate Tanjung Priok port to Merak and eliminate all the heavy traffic associated.

The Microlet replacement plan should include replacing the ancient and inadequate busses from the Cooperative Bus lines (KOPJA, KOANTAS, Metro Mini) all of which own a fleet of polluting inefficient, unsafe vehicles that do not accommodate handicaped passengers. The large busses are also inadequate, as they are long distance busses drafted into urban service - passengers can't get on or off in a safe manner.

In addition, the city needs proper bus stops, that are receded from the street so as for the stopped busses not to take up space and obstruct traffic when they stop.

I have the privilege of living in this wonderful city and would love to be able to contribute to its improvement

Quite agree Masmon, and people are too lazy. Jakartans will double park and cause a huge bottle neck traffic jam rather than walk an extra 200m.

Ultimately the real answer to a lot of our inner city transport problems is staring us right in the face - it has two wheels, pedals and a set of handlebars.

It will never happen though - people are generally too lazy..


Jakarta. Jakarta officials are preparing a slew of measures to ease the traffic crisis that is costing the city an estimated Rp 12.8 trillion ($1.42 billion) a year.

“We need very serious action or Jakarta will see total gridlock by 2012 ,” vice presidential spokesman Yopie Hidayat said after a meeting to discuss the problem on Thursday.

The meeting, chaired by Vice President Boediono and attended by ministers, governors, senior officials and the city’s traffic police, considered efforts to improve traffic flow in and around the capital.

Citing research by the Presidential Working Unit for Development Supervision and Control (UKP4), Yopie said the high cost of traffic jams included the extra cost of running cars, increased health problems and productivity lost while stuck in traffic.

He said Boediono had appointed UKP4 head Kuntoro Mangunsubroto to coordinate the government’s efforts.

The meeting came up with 17 ways to solve traffic problems in the short, middle and long term, and they involve the transportation and public works ministries as well as the governors of Jakarta, Banten and West Java.

Ideas include speeding up the introduction of an electronic road pricing system for the main south-north artery, clearing TransJakarta bus lanes and opening more of them, reviewing parking bylaws and improving railways.

The government will also offer incentives to phase out minivans in favor of larger buses, crack down on illegal buses and forge ahead with Mass Rapid Transport and monorail development.

Select public transportation will get access to cheaper fuel and a Greater Jakarta Transportation Authority is to be established.

Governor Fauzi Bowo said that although the government could not restrict the growth in the number of vehicles on the roads it could limit their use.

He cited restrictions for private vehicles and limiting trucks and vans to evening deliveries.

Regarding the ERP system, Fauzi said authorities were still studying whether to use a satellite-based GPS system or the gate system.

In the short term, police have closed Plaza Semanggi’s vehicle entrance on Jalan Gatot Subroto and a nearby city toll entrance.

The city has already closed several U-turns that clog traffic and more closures are expected.

Danang Parikesit, the chairman of the Indonesian Transport Society (MTI), said the crisis demanded radical action. He said if the congestion were not taken seriously, traffic could be crawling along at five kilometers per hour within five years.

According to Yopie, the average speed is now 8.3 kph.

Danang said transportation in the Greater Jakarta area must be integrated and the central government must allocate enough funds to ensure the system worked.

He said 4.5 million people commuted to the city daily, 2.5 million in private vehicles.

12  Master plan for Greater Jakarta integrated public transportation system to be revised.

13  Rail line to Cikarang to be made a double track.

14  Faster development of inner-city rail project to be integrated with Jakarta's transportation system.

15 Six new inner-city  toll roads to be built.

16 Government to issue policies aimed at halting growth in vehicle use.
